Otorgamiento de licencias especiales. El profesional perteneciente a una de las profesiones autorizadas por la ley, titulado y domiciliado en el exterior, que como persona natural o por otros medios, celebre contrato con una entidad pública o privada, para prestar sus servicios profesionales en el país por un tiempo determinado, deberá solicitar una licencia especial ante el Consejo Nacional.
