Articulo 1º Sólo podrán licitar, ser adjudicatarios y celebrar contratos de concesión de espacios de televisión, las personas naturales o jurídicas que se hallen debidamente inscritas, calificadas y clasificadas en el Registro de Proponentes que para ese efecto se llevará en el Instituto Nacional de Radio y Televisión, INRAVISION.
