Artículo primero. Las actuaciones y trámites surtidos, tanto ante los Tribunales Administrativos como ante el Consejo de Estado, y las sentencias proferidas por estas corporaciones durante la vigencia del Capítulo XXII de la Ley 167 de 1941, tienen plena validez y efecto.
