No puede hacerse adjudicación alguna de baldíos sin que se haya agregado al expediente un plano del terreno, acompañado de una exposición del agrimensor, en que se describan las condiciones del terreno, esto es, su clase, su temperatura, su altura sobre el nivel del mar, las aguas que lo bañen, los cultivos que se hallen dentro de él, sus productos naturales, etc.
