Art. 16. Los gastos de escritorio y local de las Administraciones departamentales y de Circuito, serán de cargo del Tesoro nacional, y su cuantía se fijará en la ley de presupuesto. Los gastos de escritorio y de local de las Administraciones municipales son de cargo de los respectivos Administradores.
