Autorizase al Gobierno Nacional para que gestione con el Gobierno de los Estados Unidos de Venezuela la realización de las obras necesarias para la apertura de la barra de Maracaibo, y establecer un puerto en el sitio de "La concha", que se conecte con el Ferrocarril del Táchira. Esta autorización comprende la facultad para que el gobierno colombiano preste toda su cooperación en la realización de estas obras.
