Art. 14. Cuando la Nación, Estado o Provincia de ella, limítrofe de Colombia, se halle en estado de guerra interior, no será permitido por el territorio de Colombia el tránsito de armas, municiones u otros elementos de guerra, ni el comercio de exportación de tales efectos para dicha Nación, Estado o Provincia. Los artículos de tal naturaleza que fueren aprehendidos envía para la frontera de la Nación vecina durante el tiempo que subsista esta prohibición, serán tratados como contrabando, y sus conductores castigados como contrabandistas, sin perjuicio de la responsabilidad en que incurrieren en el caso de hallarse comprendidos en el inciso 3º del artículo 9°.
