Art. 31. Los Departamentos establecerán una contribución hasta del seis por mil sobre los capitales muebles é inmuebles que estén radicados en su jurisdicción, cualquiera que sea la forma en que se encuentren. Esta disposición sustituye la que contiene el artículo 161 de la Ley 149 de 1888.
