La cooperación o auxilio nacional decretado por el artículo 1° de la presente Ley, será incluido en los Presupuestas Nacionales de la próxima y siguiente vigencias, por iguales partes. Si no se hiciere la inclusión presupuestal, el Gobierno queda facultado para abrir los respectivos créditos adicionales y para hacer los traslados que fueren necesarios dentro de cada vigencia.
