Art. 5.° Siempre que se hagan esploraciones por cuenta de gobiernos estranjeros, el Poder Ejecutivo dispondrá lo conveniente para que los esploradores vayan acompañados por lo ménos de un empleado civil o militar de la Union, o del Estado respectivo.
