Art. 1.° Cada Cuerpo de la Guardia colombia tendrá un institutor de la clase de Capitan, para dar la enseñanza primaria a los individuos de tropa, i la superior a la Oficialidad. El gasto que orijino el pago de los sueldos de dichos Institutores se imputará al capítulo 3.°, artículo 1.° del Departamento de Guerra del Presupuesto vijente ; tales sueldo se sacarán por la Habilitacion del respectivo Cuerpo; i a fin de que aquel gasto no ocasionen un desembolso mayor del señalado capítulo del Presupuesto, se disminuirán seis soldados del número que debe tener el batallon, segun el decreto número 399 de 3 de setiembre último.
