La suma destinada para el cumplimiento de la presente Ley será incluida en el presupuesto de la próxima vigencia, o en los sucesivos; y si así no se hiciere, queda facultado el Gobierno para abrir los créditos que fueren del caso, o para efectuar las traslaciones indispensables.
