Cuando la Junta Asesora así lo estime conveniente, podrán ser citados a sus deliberaciones otros funcionarios militares o civiles del Ministerio, los cuales tendrán voz pero no voto. En la misma forma, podrán ser invitadas en casos especiales, personas nacionales o extranjeras ajenas al Ministerio.
