En desarrollo del artículo anterior, los montos a reconocer serán establecidos a partir de los determinados por la Resolución 4917 de 2009 expedida de manera conjunta por los Ministerios de la Protección Social y de Hacienda y Crédito Público, calculando la diferencia entre el monto antes de aplicar el criterio de suma cero de que trata dicha resolución y el monto después de aplicar el criterio de suma cero.
