Trámite preferencial. El Congreso dará prioridad al trámite de los proyectos aprobatorios de tratados sobre derechos humanos que sean sometidos a su consideración por el Gobierno, y a los de iniciativa popular.

Puestos en consideración, no se dará curso a otras iniciativas hasta tanto no se haya decidido sobre ellos.
