El Departamento de Sucre pagará al Departamento de Bolívar, en proporción a la renta de los Municipios que lo integran, la deuda pública a cargo de este último, salvo que esta deuda tenga destinación especial para inversión en Municipios o entidades que no formen parte del Departamento de Sucre.
