Ámbito de aplicación . El presente capítulo aplica a las personas de cualquiera de los grupos poblacionales trabajadores independientes urbanos o rurales, personas en discapacidad, madres comunitarias (tradicionales o del Programa Familia Mujer e Infancia (Famis) o sustitutas, concejales de los municipios categorías 4, 5 o 6 y personas cesantes (desocupadas) que han pertenecido o se encuentran como beneficiarias del Programa de Subsidio al Aporte para Pensión de que trata el artículo 26 de la Ley 100 de 1993.
