La presente ley tiene por objeto autorizar a las Asambleas Departamentales de todo el país para que emitan la Estampilla Pro Institución Universitaria Digital de Antioquia - IU Digital, con el fin de asegurar su financiamiento, atendiendo la necesidad de fortalecer el proceso de implementación y desarrollo de nuevas tecnologías de la información y la comunicación en la educación superior pública en beneficio de las poblaciones más apartadas de la geografía nacional.
