Art. 2.o Se autoriza igualmente al Poder Ejecutivo para que hipoteque los edificios nacionales denominados Casa de Moneda y Convento del Carmen, con el fin de garantizar los empréstitos que contrate para atender a los gastos del servicio público.

El Poder Ejecutivo, al constituir las hipotecas mencionadas, hasta por la suma de doscientos mil pesos ($200,000), puede renunciar los privilegios del Fisco en materia de ejecuciones.
