° El artículo 11 del Decreto 19 de 1988, quedará así: “Personal supernumerario y contratos por servicios técnicos. Para la vinculación de personal supernumerario se observará lo preceptuado para este efecto por el Decreto 1042 de 1978. La celebración de los contratos de prestación de servicios se ajustará a lo indicado en el Título VIII, Capítulo II del Decreto 222 de 1983”.
