Artículo cuarto. El presente Decreto no se aplicará a los empleados públicos docentes de las instituciones de educación superior, que tengan sistemas de remuneración especial establecido por disposiciones con jerarquía de ley de la República o en desarrollo de la Ley 4a. de 1992.
