º Créase una Comisión de Jurisconsultos encargada de hacer una revisión general del Código de Procedimiento Civil, actualmente en vigencia, con el objeto de que estudie y prepare un plan de reformas tendientes a Simplificar y acortar trámites judiciales, sin apartarse de las bases generales que dicho Código estatuye. El plan de reformas que formule la Comísión se concretará en proyectos de ley, que deberán someterse a la consideración del próximo Congreso.
