Artículo dieciséis. El Instituto Nacional del Transporte determinará los sistemas y la oportunidad para implantar los seguros reglamentados en este Decreto, en la extensión y medida que se estimen adecuados, una vez establecidas las condiciones de las pólizas y las tarifas respectivas.
