Vigilancia del servicio. El Ministerio de Comunicaciones vigilará a los concesionarios y licenciatarios de los servicios postales a fin de verificar la calidad y eficiencia del servicio autorizado y su conformidad con la concesión otorgada. Para efectos del presente artículo, el Ministerio de Comunicaciones podrá realizar directamente estas gestiones o contratarla con empresas especializadas en auditoría.
