Autorízase al Gobierno Nacional para apropiar en el Presupuesto General de la Nación recursos para fomentar el desarrollo socioeconómico de las zonas cafeteras del país, mediante el financiamiento de proyectos para agua potable y saneamiento básico, vivienda rural, educación y tecnología de información y comunicaciones lo mismo que vías de intercomunicación cafetera.
