Para los efectos del presente decreto se entenderán como personas damnificadas o afectadas por el desastre, aquellas a quienes certifique como tales el Comité Local del municipio de Tumaco y el Comité Regional del departamento de Nariño de acuerdo con el censo de afectación debidamente avalado por una entidad operativa del Sistema Nacional para la Prevención y Atención de Desastres.
