El Gobierno Nacional podrá condicionar el otorgamiento de las licencias para importaciones comprendidas en la lista correspondiente, y que vayan a hacerse de países con los cuales exista un marcado desequilibrio en la balanza de pagos, a la adquisición por estos productos de productos colombianos en la proporción y en las condiciones que para cada caso se señalen.
