Solo podrán libertarse los enfermos de lepra cuando estén organizados los dispensarios en la región donde aquellos vayan a residir, a fin de que allí se les aplique los tratamientos del caso. Entre tanto los enfermos permanecerán en los lazaretos, los cuales serán transformados en sanitarios y regidos por la disposición que en tal sentido dicté el Departamento Nacional de Higiene.
