Art 6° Antes de la expresada fecha, los Gobernadores, fuera de las facultades que la Constitución les atribuye, ejercerán las que corresponden a las asambleas.

Pero las providencias que dicten serán previamente consultadas con el Gobierno, o, si la urgencia no permitiese hacer la consulta, sometidas luego a su aprobación, siempre que versen sobre creación de establecimientos de utilidad pública, ejecución de nuevas obras, contratos y transacciones de mayor cuantía (más de $ 800), fomento y concesión de privilegios.
