El auxilio de que trata esta Ley se incorporará en los Presupuestos para las vigencias fiscales de 1939 y 1940, y de no hacerlo así, queda ampliamente autorizado el Gobierno para abrir los créditos correspondientes y hacer los traslados que fueren necesarios, y para garantizar hasta por el valor total de él los contratos de préstamo que celebre el municipio de Ibagué, con destino a la construcción de su planta eléctrica.
