En consideración al sacrificio de Policarpa Salavarrieta se autoriza al Gobierno para que otorgue a las mujeres que estén sufriendo pena corporal, la gracia de una rebaja extraordinaria de la cuarta parte del tiempo de aquella a que hayan sido condenadas. Exceptuándose los delitos de parricidio, en los casos más graves, y el de asesinato.
