La presente ley tiene por objeto establecer mecanismos para la recuperación y conservación de las Salinas Marítimas de Manaure (SAMA LTDA), sociedad dé economía mixta del orden territorial, como unidad de explotación económica, agente en la reindustrialización de la economía y fuente de generación de empleo y desarrollo social para el Departamento de La Guajira, a través de la implementación de medidas y mecanismos de salvamento, reactivación empresarial y capitalización por parte de la Nación.
