La constitución de las asociaciones municipales se hará en Asamblea General de delegados, mediante acta levantada al efecto, donde conste al menos la voluntad de un número de Juntas igual al establecido en el artículo 5°. La adopción de estatutos se hará por las dos terceras partes de los delegados de las juntas asociadas, sea que estas se acojan en el acto de la constitución o posteriormente.
