º. Tendrá el carácter de nombramiento provisional o transitorio aquel que se efectúe en un empleo de carrera sin haber precedido concurso o la vinculación de un empleado que ejerza un cargo de libre nombramiento y remoción que en virtud de la ley o de una decisión de la Corte Constitucional se convierta en cargo de carrera. En este último caso, tal carácter se adquiere a partir de la fecha en que opere el cambio de naturaleza del empleo, el cual deberá ser provisto teniendo en cuenta el orden de prioridad establecido en el presente decreto.
