Cuando las Asambleas no voten la ordenanza de presupuesto para el correspondiente ano económico, continuara vigente el presupuesto del año anterior, pero el Gobernador podrá reducir los gastos, y, en consecuencia, suprimir o refundir empleos, cuando así lo aconsejen los cálculos de rentas del nuevo ejercicio.
