El presidente de la republica queda ampliamente facultado, hasta el 31 de diciembre de 1947, para hacer los traslados presupuestales que se requieran, para celebrar contratos y, en general, para dictar todas las medidas conducentes a la preparación y organización del régimen del seguro social que se establece en la presente ley.
