° El Ministro de Justicia y del Derecho, distribuirá mediante resolución, los cargos de la planta de personal global de que trata el artículo 3° del presente Decreto. El Director Técnico la efectuará para la Dirección General de Prisiones. La distribución se hará de acuerdo con la estructura interna, los planes, los programas y las necesidades del servicio.
