Artículo tercero. De.conformidad con el artículo 14 de la Ley 35 de 1944, el artículo 3 de la Ley 60 de 1946 y ordinal 99 del articula 68 del Decreto legislativo 00164 de 1950, toda, disposición qué se dicte en uso.de facultades-especiales,o per manentes, que en cualquier forma modifique la nómina nacional, deberá ir respaldada con la firma del Ministro de Hacienda y Crédito Público, funcionario que se abstendrá de hacerlo cuando con ello produzca desequilibrio en la apropiación respectiva.
