Apertura de las propuestas. La urna se abrirá el día y hora indicados en los términos de referencia, en acto público que será presidido por el Secretario General del Ministerio o su delegado, y contará con la participación del jefe de la Oficina Jurídica y el Director General de Hidrocarburos.

De dicha diligencia se levantará un acta que será suscrita por quienes intervinieron en la misma, en la que deberá constar como mínimo el número de propuestas y la identificación de quienes las presenten.
