Reorganízase el Consejo Filatélico como un órgano asesor del Ministerio de Comunicaciones que tendrá como objetivo proponer las políticas filatélicas y lineamientos que permitan al Ministerio aprobar la programación anual de emisiones de especies postales de conformidad con las orientaciones fijadas por la Unión Postal Universal -UPU- y las normas nacionales vigentes.
