- DEFINICION. El municipio es la entidad territorial fundamental de la división político administrativa del Estado, con autonomía política, fiscal y administrativa, dentro de los límites que le señalen la Constitución y la ley y cuya finalidad es el bienestar general y el mejoramiento de la calidad de vida de la población en su respectivo territorio (Ley 136 de 1994, art. 1).
