De la organización interna. La organización interna del Instituto será definida de forma tal que la planta de personal sea global o semiglobal y flexible a nivel nacional y planificada por actividades, teniendo en cuenta las normas y directrices sobre modernización del Estado. La organización interna y los cargos serán adoptados por la Junta Directiva con base en una propuesta presentada por el Director General, para su posterior aprobación por parte del Gobierno nacional conforme a las disposiciones legales vigentes.
