El Gobierno procederá, a más tardar, dentro del plazo de un año, a Construir un edificio para el funcionamiento de las oficinas nacionales en la ciudad de Cartagena, aprovechando si la técnica lo aconseja, el lote del terreno que para tal fin cedió a la Nación el Concejo de aquella ciudad.
