El Gobierno queda facultado para abrir los créditos y hacer los traslados presupuestales necesarios en los Presupuestos de las dos vigencias venideras, a fin de darle cumplimiento estricto a la presente Ley, en el caso de que se omitiere apropiar las partidas correspondientes conforme la presente Ley.
