El que tuviere en su poder un vehículo ajeno y no pudiere explicar su conducta; o el que regrabare sin autorización legal la numeración de un vehículo; o alterare o cambiare sus placas o su apariencia para impedir o dificultar su identificación, incurrirá en relegación a colonia agrícola en dos (2) seis a (6) años.
