SUSPENSION O REDUCCION DE RECARGOS POR AUTORIDAD. En cualquier momento la Dirección General Marítima y Portuaria podrá disminuir o suspender la aplicación o cobro de cualquiera de las variaciones o recargos a la tarifa básica, si las razones que sirvieron de justificación para aprobarlos ya no están vigentes, o estas circunstancias se han modificado sustancialmente. Para este efecto deberá oír previamente, bien al armador interesado o al representante acreditado de la Conferencia Marítima de que se trate.
