Artículo treintainueve. Falta o insuficiencia del franqueo . A las cartas ordinarias y a las tarjetas postales que circulen en el interior del país deberá dárseles curso por el Correo aunque se encuentren sin el porte o insuficientemente franqueadas, pero los portes dejados de pagar se cobrarán al interesado en la Oficina de destino, elevándolos al doble.
