Art. 4° El empresario gozará del privilejio exclusivo de construir bodegas i tambos, i cobrar los derechos que señala este decreto. Este privilejio durará hasta el 30 de junio de 1900, i en aquel día pasará el camino con sus tambos, bodegas i puentes, al domingo de las autoridades municipales de la provincia de Popayan, a cuyas rentas pertenecerá en perpetuidad.
