Si en la vigencia de 1939 se liquidare un superávit por concepto del ejercicio fiscal de 1938, destínase preferencialmente un treinta por ciento (30%) de ese superávit hasta por la suma de un millón de pesos ($ 1.000,000.00) para el cumplimiento de la presente Ley.
