El Gobierno Nacional procederá, en el menor tiempo posible, a contratar la construcción del Instituto Pedagógico Nacional para varones en el lote que la Nación posee para tal fin, con alguna entidad nacional o extranjera que dé, a juicio del Gobierno, las debidas seguridades y que garantice el lapso dentro del cual concluirá la obra, el cual no puede ser mayor de dos años.
